Richie Simmons has spent his entire adult life serving the community as a law enforcement officer and citizen. He began his career in 1986 as a police officer with the Mount Airy Police Department where he also served as a joint SWAT team member with the Surry County Sheriff’s Office.

After five years of service, Richie decided that it was time to transition into another role and became a member of the North Carolina State Highway Patrol. He arrived in Davidson County in 1991 with little, other than his faith and his desire to make an impact on the community around him. Nevertheless, during his 24-year career with the Highway Patrol, he established a reputation for his tenacious and proactive style of policing as well as for his unwavering integrity. In 2015, Richie retired from law enforcement as a sergeant with the Highway Patrol. Over the course of his career, he has acquired experience through the investigation of crimes ranging from misdemeanor traffic violations to felonious homicides.

Chief Deputy

Scott Craven

Chief Deputy Scott Craven started his career in law enforcement with the Davidson County Sheriff's Office in 1991 as a Patrol Deputy.

In 1992, Chief Deputy Craven was selected to be a K9 Handler and was a member of the Sheriff's Emergency Response Team. In 1995, Chief Deputy Craven was assigned to the Tac Team which was assigned as highway interdiction. Chief Deputy Craven was then promoted to Detective in 1997 and was assigned to the Criminal Investigations Division as a child abuse detective.

Chief Deputy Craven left the Sheriff's Office in 2000 to take a position with the North Carolina Department of Motor Vehicles Enforcement Section. In 2003, the North Carolina DMV Enforcement Section and the North Carolina Highway Patrol merged. Major Craven retired from the North Carolina State Highway Patrol on February 1, 2017. After retirement, Chief Deputy Craven returned to the Davidson County Sheriff's Office and served as a courtroom bailiff until being promoted to Major in December 2018 and Chief Deputy in January 2021. Chief Deputy Craven holds numerous law enforcement certifications including General Instructor.

Major

Steven Comer

Major Comer is the Operations Major for the Davidson County Sheriff's Office, which consists of the Investigative Services Division, the Special Investigations Division, School Resource Officers, and Patrol Division. He began his public safety career in 1995 with Davidson County EMS. In 2001, Major Comer began his law enforcement career with the North Carolina State Highway Patrol and was stationed in Davidson County as a State Trooper. Major Comer’s Highway Patrol career included promotions to the rank of Sergeant, First Sergeant, Lieutenant, and retiring in August 2023 at the rank of Captain over the Logistics Unit in Raleigh. In October 2023 was hired by the Davidson County Sheriff’s Office as the Captain over the Technical Services Division. Major Comer was promoted to the Operations Major on March 20, 2026. Major Comer has a Associates Degree from Davidson Davie Community College, Bachelors Degree from Western Carolina University, and has completed the North Carolina State University Administrative Officers Management Program (AOMP). Major Comer holds numerous law enforcement and EMS related credentials.

Major

Billy Louya

Major Billy Louya has served with the Sheriff’s Office of Davidson County since April 1999. Major Billy Louya currently serves as the Major over the Davidson County Detention Center. Major Billy Louya has served with the Sheriff’s office as a Chaplain since 2018.

His role as Chaplain consists of overseeing the ministerial needs of the deputies, inmates, and their family members while incarcerated at the Davidson County Detention Center. Major Louya has also served as Senior Pastor of Freedom Baptist Church of Davie County since December 2011.
